Village Based Decentralised District
Planning (VBDDP) is conceived as the process for changing
the existing conditions of the rural people, specially the
rural poor towards the best possible one which is required
and also feasible BUT which has not been materialised so far
due to several factors.
To improve the condition of the
people, specific resource-based needs and problems of the
people are required to be studied and remedied. The active
consideration of these specificities renders the job so big,
so complex, and so scattered that it cannot be done simply
by any type of central authority. This calls for a concerted
efforts of, and not merely for, the rural people in general
and rural working poor in particular. The drive for development
and removal of poverty through decentralised district planning
may be considered as an integral part of the programme for
changing the existing socio-economic structure. Realisation
of these is essential for understanding the basic task of
VBDDP.
Major objective of VBDDP appears to be the planning for conscientisation
of the rural poor for formation, development and strengthening
the poor peoples' own self-reliant and coordinated Organisations
which will work for planning their own society in more egalitarian
and democratic way.
